IT Specialist (Application Software), ZP-2210-2/3 (DE/CR)

As an IT Specialist (Application Software), you will perform the following duties:
Provide applications development software support to fisheries management applications in the National Marine Fisheries Service (NMFS) Alaska Region. Utilize programming code to modify internal software for the accommodation of fishery management program needs to monitor fishery statistics and set limits on catch, bycatch and harvest take allowances and provide accounting information to recover program costs for economically important seafood programs in the nation. Develop reports, refine user interface, and prepare programming code all while upholding applicable security controls and policy. Utilize written and verbal communication to understand customer needs as well as communicate with the supervisor and team. Lead a team of internal and contracted developers to deploy a new component of software on budget and on time within constrains set by the customer. NOTES:

Individuals may qualify on the basis of either education or experience. Only individuals qualifying on the basis of experience are required to demonstrate possession of the IT competencies. EDUCATION:
ZP-2 (GS-09 equivalent) EDUCATION:
a master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. ZP-3 (GS-11 equivalent) EDUCATION:
Ph.D. in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, if related. OR
Experience:
A. IT Competencies:
Individuals must have IT-related experience demonstrating each of the four competencies listed below. Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. B. SPECIALIZED
Experience:
To qualify at the ZP-2 or GS-09 level:
In addition to meeting IT Competencies above, applicants must possess one full year (52 weeks) of specialized experience equivalent to the next lower pay band ZP-2 or GS-07 grade level in the Federal service. Specialized experience MUST include all of the following:
Assisting with the development and deployment of information technology systems; and Utilizing established IT methods, tests, procedures, and techniques to record results. NOTE:
2210 positions do not allow for a combination of education for experience. To qualify at the ZP-3 or GS-11 level:
In addition to meeting IT Competencies above, applicants must possess one full year (52 weeks) of specialized experience equivalent to the next lower pay band ZP-2 or GS-09 grade level in the Federal service. Specialized experience MUST include all of the following:
Assisting with application development projects to design and deploy information systems to meet a scientific program's objectives and deadlines; and Aiding in the written and verbal communication to meet customer product and service needs. NOTE:
2210 positions do not allow for a combination of education for experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
