You must be currently serving or have previously served as a permanent GS-09, GS-11, or GS-12 with U.S. Customs and Border Protection (CBP) and are currently serving or have served in the 1895 series within the last five years to qualify under this Bulletin. If you hold or have previously held the GS-1895-13 level or higher and are willing to take a change to lower grade, you will also be considered for this position. Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to detect and prevent terrorists and instruments of terror from entering the U.S. Apply for this exciting opportunity to strengthen Homeland Security by performing law enforcement activities such as inspection, intelligence analysis, examination, and interpretation of laws and regulations. This position starts at a salary of $59,165.00 (GS-9, Step 01) to$111,543.00 (GS-12, Step 10) with promotion potential to $111,543 GS-12 Step 10). In this position you will become a key member of a team of homeland security professionals responsible for detecting and preventing terrorists and instruments of terror from entering the U.S. Typical work assignments include:
Performing inspection, intelligence analysis, examination, and law enforcement activities including apprehension, detention and arrest relative to arrival and departure of persons, conveyances and merchandise at Ports of Entry (POE). Enforcing CBP laws through detection, interdiction and apprehension. Performing risk assessment and inspection of passengers and cargo. Developing, planning and participating in tactical operations. Interrogating individuals to determine facts concerning criminal activity, terrorism, smuggling, or fraud. Age Requirement:
Pursuant to Public Law 110-161, this position is covered under enhanced retirement provisions for Customs and Border Protection Officers which allows for the imposition of a maximum age requirement. In accordance with Department of Homeland Security Directive 252-08, the day before an individual's 37th birthday is the maximum age for original appointment to a position as a Customs and Border Protection Officer. NOTE:
The Commissioner of CBP has approved a temporary increase in the maximum allowable age for original placement into a CBPO position; therefore, candidates must be referred for selection before reaching their 40th birthday. Creditable law enforcement officer service covered by Title 5 U.S.C. 8336(c) or Title 5 U.S.C 8412(d), or Customs and Border Protection Officer service under Public Law 110-161 may be applied toward the maximum age requirement. This age restriction may not apply if you are currently serving as a CBPO covered by Public Law 110-161. To ensure compliance with statutes pertaining to the appointment of preference eligible veterans as determined by the Merit Systems Protection Board in its recent decision of Isabella v. Dept. of State, the maximum age for original appointment articulated above shall not apply to the hiring of individuals entitled to veterans preference eligibility under 5 U.S.C. 3312.
Experience:
You qualify for the GS-9 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Identifying known or potential terrorists and instruments of terror, criminals, smuggling patterns, trends, and methods, and other threats to U.S. border and national security Developing, planning and participating in tactical operations, such as pre-primary blitzes, intensive boarding, and roving Questioning and visual examination of travelers during primary inspection to determine alienage, citizenship, admissibility, and the need for further inspection to determine admissibility Performing secondary inspection to verify eligibility and admissibility relative to applicable regulations and statutes Conducts visual and physical inspection of cargo, baggage, conveyances, packing materials and people using a wide array of non-intrusive technology
Experience:
You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Assessing threats and creating individual lookouts and developing and disseminating tactical information and intelligence Determines whether traveler, cargo, or conveyance may be immediately admitted or referred to secondary inspection for further processing Analyzing information and applying observational skills, interview skills, knowledge and technology Preparing legal documents that meet statutory and legal sufficiency requirements for the removal of inadmissible aliens from the U.S. Reviewing commercial documents, inspecting conveyances and examining cargo destined for export from the United States
Experience:
You qualify for the GS-12 grade level if you posses 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Rapidly analyzing information and applying observational skills, interview skills, knowledge and technology Determining whether traveler, cargo, or conveyance may be immediately admitted or referred to secondary inspection for further processing Monitoring and reporting on the status and progress of work, checking on work in progress and reviewing completed work to ensure the supervisor's instructions on work priorities, methods, deadlines, and quality have been met Coaching and training lower level CBPOs in the selection and application of appropriate problem solving methods and techniques, providing advice on work methods and practices Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/14/2020. You will be required to successfully pass the Pre-employment Fitness Test-1. Please see the Pre-employment Fitness Test-1 Readiness Program for additional information. You will be required to carry a firearm and maintain firearm proficiency. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition. You will be required to certify whether you have ever been convicted of such an offense. False or fraudulent information is criminally punishable by fine or imprisonment. Residency:
There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency wavier by meeting one or more of the following conditions:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
